Could the US reform immigration without causing a civil war?

In order for a country to have a civil war, the majority of her citizens would have to be motivated enough to actually get up off their back sides and do something other than complain. That won't happen in the US. Most people love to verbally complain, yet if push came to shove, very few would have the moxy to actually get up and do something about it.
